These authors propose that <5000 steps/day is consistent with a 'sedentary lifestyle'; 5000 to 7500 steps/day 'low active'; 7500 to 10,000 'somewhat active'; 10,000 to 12,500 steps/day 'active'; and >12,500 steps/day 'highly active'.
